Background

The original Higher Education Quality Enhancement Project (HEQEP) was launched by the Ministry of Education in FY 2009/2010 with an estimated cost of BDT 6810.4 million of which IDA provided BDT 5984.8 million. The key  development objectives of the project was: to improve the quality and relevance of the teaching-learning and research environment in the higher education institutions through innovation and accountability within the universities by  enhancing  the technical and institutional capacity of the higher education sector. The four main components of the project was (i) Promoting Academic Innovation; (ii) Building Institutional Capacity of UGC and the Universities; (iii) Raising the Connectivity Capacity of the Higher Education Sector; and ( iv) Project Management. The duration of the project was five years with closing date on December 2013. The University Grants Commission of Bangladesh is the implementing agency of the project. Since 2011 the project demonstrated strong evidence of progress against its outcome indicators and is on track to  achieved the development objectives. Following the impressive implementation performance of the project  and for maintaining continued achievements, the World Bank provided additional funds amounting to US$125.0 million (BDT 10000.00 million). Thus, the duration  of the project was extended up to December 2018.

New Activities

Two new  activities   have  been  included under the additional funding : (i) establishment of quality assurance mechanism; and (ii) university-industry research collaboration. In addition project management, communication and monitoring and evaluation  component will be strengthened.  The university-industry research  collaboration  will be  known as Innovation Fund subprojects and will be operational under the Academic Innovation Fund (AIF) component of the project through a new window 4.The objective  of the Innovation Fund is to build an innovation ecosystem in the country. In this respect UGC would like to explain the concept of innovation ecosystem here.

Innovation Ecosystem

Innovation is a successful application of a new idea. It is not demonstration of an idea nor merely an invention.  Innovation is an idea in practice, - a real life application, - in the field, in the marketplace, in the society. Innovation is central to economic growth and social development. Innovation creates added value in the economy in the form of new products, technologies and processes. The journey from mind to  marketplace  is a challenging journey. Productive university-industry collaboration forms the core of national innovation ecosystem.
